My name is Gwenevere Motley, and I proudly serve as the Executive Director of L.E.E.P., Inc., an organization dedicated to empowering individuals and rebuilding communities. Inspired by my own journey navigating the construction industry for over 30 years, I’ve committed my life to creating opportunities for others.
At L.E.E.P., we bridge the gap between organized labor and disadvantaged communities through workforce development, small business support, affordable housing initiatives, and cooperatives that foster individual empowerment. Since moving to Wilmington in 2022, I’ve focused on uplifting marginalized voices and creating pathways to economic sustainability.
In my downtime, I love cooking meals that bring people together, crafting as a creative outlet, and boating, which connects me to nature and reflection. My work and personal life are guided by a belief in the transformative power of opportunity and community.

As Program Director for Pathways to Apprenticeship (P2A), I’m passionate about connecting individuals to life-changing union careers. My role is deeply personal, shaped by my upbringing in a union household and my commitment to helping others.
Outside of P2A, I’m often found serving at food pantries, advocating for environmental justice, and preserving green spaces across Delaware. These efforts reflect my dedication to uplifting underrepresented voices and building stronger, more inclusive communities.
My work as a State Representative has only deepened my resolve to create pathways for success, ensuring everyone has the opportunity to thrive through meaningful careers.

I’m Trevor Blyden, Program Director for Pathways to Business (P2B). Born in Harlem, NY, and raised between New York and Delaware, I worked as an Apprentice and Journeyman with Local 199 Laborers Union before overcoming nearly 17 years of incarceration to rebuild my life.
As the founder of C.L.E.A.R., a union construction company, I’ve managed hundreds of projects while empowering my community. A passionate advocate for personal fitness and healthy living, I inspire others to embrace transformation, proving that perseverance can lead to success.
My journey motivates individuals to overcome obstacles and pursue their own paths to a brighter future.

I’m Bakari Chapman, Project Manager and Training Coordinator for L.E.E.P., Inc. and Pathways to Apprenticeship (P2A) New Jersey. For over two years, I’ve worked to inspire and guide people from impacted communities who haven’t had the chance to connect with life-changing opportunities in the trades.
With over a decade of construction management experience, I’m passionate about bringing innovation and technology to the trades and empowering others to thrive. I’m committed to the P2A program transforming lives and steering people onto positive pathways to new futures.
Outside of work, I enjoy playing soccer, cheering on Arsenal, traveling, capturing moments through photography, and practicing Muay Thai.
With over a decade of construction management experience, I’m passionate about bringing innovation and technology to the trades and empowering others to thrive. I’m committed to the P2A program transforming lives and steering people onto positive pathways to new futures.

Michael Bartley
Assistant Case Manager
I’m Michael Bartley, a Wilmington native who has turned life’s challenges into a mission to empower others and uplift my community. Overcoming personal struggles, I co-founded H.E.A.D.S. U.P. 302 and HTCO to create safer, healthier communities throughout Delaware.
My work as a behavior interventionist and mentor has focused on violence prevention, conflict resolution, and guiding individuals toward personal growth. I’ve also partnered with initiatives like the ACLU’s Clean Slate program to advocate for second chances.
Through mentorship and advocacy, I’m committed to fostering hope and building brighter futures for those in need.
I refuse to let the negative forces of yesterday block the path to my future.

I am JT Blyden, the Assistant Project Manager at LEEP, where I manage our worker cooperative and collaborate with the P2B Program Director to ensure the safety and quality of projects within our housing initiative.
With over a decade of experience in organized labor across commercial and residential construction in Delaware, New Jersey, and Pennsylvania, I bring practical insights to my role.
As a black belt in taekwondo and former Division I athlete, I value discipline and accountability and strive to instill these qualities in our team.
In my spare time, I enjoy lifting weights and relaxing at the beach.
With over a decade of experience in organized labor across commercial and residential construction in Delaware, New Jersey, and Pennsylvania, I bring practical insights to my role.
